100 Billion: An Exceptional Figure Indeed

The New York Times says here that Duncan may become "an exceptional figure in the history of federal education policy" because of the huge amount of cash he's being given -- $100 billion -- and the flexibility he's being given on how to spend it. The bulk of this cash appears to be going to states to save teacher jobs, and in return, the Governors of these states have to make "assurances" to him thay they won't blow it all.They also mention that "programs that tie teacher pay to classroom performance will most likely receive money...". Interesting.Some of the other programs they mention, however, are nothing particularly new, such as "training efforts that pair novice instructors with veteran mentors, and after-school and weekend tutoring programs". Weren't these programs deemed a waste of money when used in CPS?
